Repeals section 10-30.5-13 of the North Dakota Century Code, eliminating the North Dakota development fund small business technology investment program.

Maintains the development fund's focus on primary sector business development while allowing participation in multi-state projects with clear economic benefits to state residents.

Passed the House with a vote of 88-2 and the Senate with a vote of 45-1.
