Renames the "northwest area water supply advisory committee" to the "northwest area water supply authority" throughout North Dakota Century Code sections 61-24.6-02, 61-24.6-03, 61-24.6-04, and 61-24.6-06.

Restructures authority membership from one representative each from various districts to four representatives from the city of Minot, and representatives from the North Prairie regional water district, All Seasons water users district, Upper Souris water district, cities other than Minot with direct water service, Garrison Diversion Conservancy District, and the Turtle Mountain Band of Chippewa Indians.

Establishes four-year terms for authority members, with members appointed by the state water commission (except for certain elected positions), and provides for staggered initial terms of less than four years.

Maintains the authority's duty to develop recommendations for legislative management regarding long-term operations of the northwest area water supply project, meet quarterly, and receive staffing support from the state water commission.

Preserves the state water commission's powers to accept funds, cooperate with agencies, procure professional services, and construct and operate water delivery projects in consultation with the authority.
