Expands the definition of "veteran" to include individuals currently serving in or honorably discharged from the North Dakota National Guard or reserve units who have completed a minimum of twenty years of service or served in a combat zone.

Allows applicants claiming veterans' preference to submit either a DD-214 report of separation or certification from their unit command stating they are expected to be discharged within 120 days after certification submission.

Requires disabled veterans' preference applicants to provide a DD-214 and a letter less than one year old from the Veterans' Administration indicating disability status.

Requires eligible spouses of deceased veterans to submit a marriage certificate, the veteran's DD-214, and death certificate to claim veterans' preference.

Requires eligible spouses of disabled veterans to submit a marriage certificate, the veteran's DD-214, and a letter less than one year old from the Veterans' Administration indicating the veteran's disability status.
