Amends North Dakota Century Code section 20.1-03-11 to modify youth white-tailed antlerless deer permit provisions.

Individuals whose eleventh, twelfth, or thirteenth birthday occurs in the same year as a youth deer hunting season are entitled to receive a statewide white-tailed antlerless deer permit (removes previous restriction limiting hunting to youth deer hunting season only).

Individuals whose twelfth or thirteenth birthday occurs in the same year as an antelope hunting season are entitled to apply for an antelope permit.

Youth hunters under these provisions must be accompanied by a parent, guardian, or authorized individual, defined as staying within visual contact and unaided verbal communication distance.
