Establishes that the agriculture commissioner, attorney general, auditor, insurance commissioner, public service commissioners, secretary of state, superintendent of public instruction, tax commissioner, and treasurer shall qualify on the first day of December following their election.

Sets December 1st as the date when elected state officials begin discharging their official duties.

Adds new language to chapter 44-01 of the North Dakota Century Code governing the qualification dates for statewide elected officers.
