Amends skilled workforce student loan repayment program to allow graduates from institutions in any state to apply, with a maximum annual grant of $5,667 or one-third of outstanding principal balance (whichever is less) and maximum lifetime benefit of $17,000.

Prohibits individuals who received skilled workforce scholarships from also receiving loan forgiveness under the repayment program in the same application year.

Allows state board of higher education to transfer funds between the student loan repayment fund and skilled workforce scholarship fund to maintain program flexibility.

Modifies matching fund requirements for both programs to accept funds from "private sector or other public sources" rather than private sector only, with state providing one dollar per dollar raised.

Transfers $1,000,000 from legacy earnings fund to skilled workforce student loan repayment program fund and $1,000,000 to skilled workforce scholarship fund during the 2023-2025 biennium.
