State board of higher education may provide award funds to institutions to create or enhance educational programs addressing North Dakota workforce needs in business and industry.

Award funds may be used for curriculum development, equipment and technology purchases, facility modifications, instructor hiring and training, educational program promotion, and postsecondary partnerships with primary and secondary schools.

State board of higher education must provide a biennial program report to legislative management by September 1st of each even-numbered year.

Report must include by institution: number, amount, and type of awards; names of programs created, enhanced, or promoted; amount and percentage of funds used for leadership and coordination costs; and detailed expense reports on equipment, technology, and instructor hiring or training.
