Amends North Dakota Century Code to require political subdivisions to add a fifty-cent fee per communication connection to fund ongoing administrative and operational maintenance costs of the statewide interoperable radio network.

Directs Bank of North Dakota to transfer $20,000,000 from current earnings and undivided profits to the statewide interoperable radio network fund during the biennium beginning July 1, 2023, and ending June 30, 2025.

Appropriates $20,000,000 from the statewide interoperable radio network fund to the Information Technology Department for repaying the Bank of North Dakota line of credit authorized in 2019 Session Laws.

Appropriates $80,000,000 in federal funds from the state fiscal recovery fund to the Information Technology Department for the statewide interoperable radio network project during the 2023-2025 biennium.

Directs legislative management to study emergency and interoperable public safety communications system governance needs during the 2023-24 interim and report findings and recommendations to the sixty-ninth legislative assembly.
