Requires vehicles to be constructed or loaded to prevent contents from dropping, sifting, leaking, or escaping, with exceptions for sand used for traction and water used for road maintenance.

Mandates that vehicle loads and coverings be securely fastened to prevent them from becoming loose, detached, or creating hazards to other highway users.

Changes language from "no vehicle" and "no person" to "an individual may not operate" in the statute.
