Amends North Dakota's private land habitat and access improvement program to authorize development of agreements compensating private landowners for habitat development on their property and grants program managers authority to sign, negotiate, and renew agreements and leases.

Modifies provisions for food plots on private property by exempting them from public access requirements and allocates $100,000 per biennial appropriation for this purpose.

Establishes special antlerless elk depredation management licenses available to landowners in director-designated areas upon payment of resident big game license fee, with no public access charges permitted but requiring reasonable public access as determined by the director.

Recipients of special antlerless elk depredation management licenses remain eligible to apply for regular elk hunting licenses in future years and participate in raffles under Chapter 20.1-05.1.

Individuals convicted of illegally taking moose, elk, or bighorn sheep are ineligible to apply for or receive licenses under this subsection.
