Changes service requirement for domestic violence protection order hearings from "prior to" to "before" the hearing, clarifying the five-day minimum notice period.

Mandates personal service be attempted on the respondent before service by publication may be used under North Dakota Rules of Civil Procedure.

Allows courts to set a new hearing date if service cannot be made or if additional time is needed to complete service by publication.

Expands the definition of "domestic violence" under section 14-07.1-02 to explicitly include stalking as defined in section 12.1-17-07.1.
