Allows suspension of all but ten days of the minimum mandatory sentence for defendants charged with a third or subsequent DUI violation if they successfully complete a drug court program or veterans treatment docket approved by the supreme court.

Permits drug courts to suspend a defendant's electronic alcohol monitoring and sobriety breath testing requirement under the 24/7 sobriety program for the six months preceding completion of the drug court program if the defendant has substantially complied with program requirements.

Deems a defendant convicted of a felony DUI who successfully completes drug court or veterans treatment docket as having been convicted of a misdemeanor instead.

Requires dismissal and sealing of cases for defendants convicted of misdemeanor DUI who successfully complete drug court or veterans treatment docket.

Declares the act to be an emergency measure.
