Increases liability limits for charitable organizations from $250,000 per person to $350,000 per person and from $1 million to $2 million per occurrence, effective July 1, 2023.

Establishes annual adjustments to liability limits with scheduled increases on July 1, 2025 ($406,250 per person; $1,625,000 per occurrence), July 1, 2026 ($437,500 per person; $1,750,000 per occurrence), and July 1, 2027 ($468,750 per person; $1,875,000 per occurrence).

Maintains existing restrictions prohibiting charitable organizations from being held liable for punitive or exemplary damages.

Creates a delayed alternative version of the liability limits that takes effect July 1, 2029, with the same 2025-2027 adjustment schedule.

Declares Section 1 an emergency measure, allowing it to take effect immediately upon passage rather than waiting for the standard effective date.
