Extends the moratorium on adding basic care beds to the state's licensed bed capacity from August 1, 2023 through July 31, 2025 (previously ended July 31, 2023).

Maintains exceptions to the basic care bed moratorium for conversions from nursing facility beds, transferred bed capacity, demonstration of service unavailability within a fifty-mile radius or ninety percent occupancy, and department-approved new beds licensable within forty-eight months.

Extends the moratorium on adding nursing facility beds to the state's licensed bed capacity from August 1, 2023 through July 31, 2025, with exceptions for facilities reverting basic care beds back to nursing facility beds or relicensing previously delicensed beds.

Limits nursing facilities to reconfiguring licensed bed capacity no more than two times in a twelve-month period, including delicensing, relicensing, converting between bed types, or reverting bed capacity.
