Extends the time period for judgment creditors to enforce a judgment by execution from 10 years to 20 years after entry of judgment.

Applies the extension to judgment creditors and their duly appointed personal representatives.

Maintains existing provision allowing other lienholders or interested persons to obtain special execution if mortgage foreclosure judgment creditor fails to proceed within 60 days of entry of judgment.
