• Changes the start date for city council member, city commissioner, and park district commissioner terms from the fourth Tuesday in June to the first day of July in cities operating under the modern council form of government and commission system of government.

• Modifies the timing of the first organizational meeting of city councils and park commissioner boards to occur in conjunction with the first meeting in July of each even-numbered year instead of the fourth Tuesday in June.

• Adjusts when park commissioner board members must qualify for office from within two weeks after election to by the first day of July following their election.

• Updates terminology for park commissioner board organization to occur "at the first meeting of the board of park commissioners in July after the regular biennial city election" rather than "two weeks after their election."

• Maintains existing provisions requiring staggered terms where approximately one-half of council members and commissioners are elected biennially.
