Provides state financial assistance to eligible ambulance service operations during the biennium of July 1, 2023 through June 30, 2025, exempting them from section 23-46-04 requirements.

Calculates minimum reasonable budget by multiplying average runs for the two most recent calendar years by $1,750 per run, with a minimum floor of $125,000.

Determines grant amounts by deducting run reimbursements ($750 per run) and property tax valuations (multiplied by five mills) from the calculated budget, with a maximum grant of $225,000 per operation.

Makes operations ineligible for funding if their average number of runs for the two most recent fiscal years exceeds 700 runs.

Distributes prorated grant shares if legislative appropriations are insufficient to provide full calculated funding, and excludes response areas acquired after April 1, 2022 from adjacent ambulance service closures from grant calculations.
