Creates new requirement for qualified electors to provide satisfactory proof of citizenship to election officials before receiving a ballot to vote.

Defines acceptable citizenship proof as driver's license indicating citizenship, birth certificate photocopy, U.S. passport, naturalization documents, Immigration Reform and Control Act documents, or tribal identification numbers.

Allows citizenship proof to be provided by physical or electronic means and requires election officials to update the central voter file after verification.

Permits individuals without citizenship proof but with valid identification to cast provisional ballots set aside in sealed envelopes; ballots may be counted if citizenship proof is provided before the canvassing board meeting on the thirteenth day after the election.

Amends existing identification requirements to add that individuals without required identification documents but asserting elector qualifications and providing citizenship proof may vote provisionally using the same sealed envelope procedure.
