Allows individuals currently enrolled in a bachelor's program with a major in special education to teach special education for up to two years using a temporary teaching authorization.

Requires candidates for the special education teaching authorization to have completed all professional education coursework, special education major-specific coursework, and student teaching.

Requires candidates to pass all tests required by the education standards and practices board, including the content area test.

The amendment creates two effective dates: provisions are effective through July 31, 2023, with modified provisions taking effect after that date.

Declares the act an emergency measure.
