Amends North Dakota Century Code section 15.1-21-02.10 to establish eligibility requirements for the North Dakota scholarship for resident students.

Requires students to complete a civics test, four-year rolling plan, maintain a 3.0 cumulative grade point average, and either complete an individual consultative process or nine-week course.

Requires completion of at least four of eight additional requirements including community service (25 hours), attendance rate (95%), career exploration, cocurricular activities (2+ years), extracurricular activities (2+ years), capstone project, online learning course, and twenty-first century skills demonstration.

Requires completion of two of three scholarship pathways: academic (ACT 24+ or SAT 1180+), career and technical education (4 CTE units or 3 language units), or military/JROTC (ASVAB 31+ with basic training completion or 85+ score).
