Appropriates $3,500,000 from the general fund to the attorney general for a "back the blue" grant program supporting local law enforcement workforce recruitment and retention for the biennium July 1, 2023 through June 30, 2025.

Distributes grants to each city and county law enforcement agency based on the proportional number of licensed peace officers and correctional officers employed compared to the statewide total.

Reserves at least $750,000 of total funding for local law enforcement agencies employing ten or fewer employees.

Allows grant funds to be used for hiring and retention bonuses for new and current law enforcement and correctional officers, and for tuition and fee payments for law enforcement trainees.

Requires law enforcement agencies to report to the attorney general on grant fund use and effectiveness, with the attorney general reporting results to the sixty-ninth legislative assembly.
