Requires nondriver photo identification cards and operator licenses issued to noncitizens to be visibly distinguishable from cards and licenses issued to U.S. citizens.

Mandates that the Department of Transportation provide written notice to noncitizens at issuance informing them to update their citizenship status within forty-five days following naturalization.

Requires the Department of Transportation to send written notice by mail to all noncitizens who received identification cards or licenses before August 1, 2023, instructing them to update their citizenship status within forty-five days of naturalization.

Allows replacement of noncitizen identification cards and operator licenses with citizen versions only upon submission of proof of U.S. citizenship and payment of applicable replacement fees.

Directs the Department of Transportation to report updated citizenship information to the Secretary of State when an individual's citizenship status changes.
