Adds "genetic sibling" to those authorized to obtain certified copies of complete death records for researching family medical history.

Authorizes the commissioner of veterans' affairs to obtain certified copies of complete death records for individuals designated as having served in the United States armed forces.

Permits licensed attorneys to obtain certified copies of facts of death records (including cause of death and social security number) for bona fide legal determinations.

Maintains three tiers of death records: complete records (restricted to authorized parties, includes cause and social security number), facts of death records (available to authorized parties and attorneys, includes cause and social security number), and informational records (public access, excludes cause of death and social security number).
