• Excludes the veterans' home from information technology department oversight, removing it from the department's supervisory and regulatory authority over executive branch state entities.

• Removes the statewide interoperable radio network exception from financing limitations, requiring financing agreements for software and equipment purchases to not exceed five years and 7.5% of departations appropriations regardless of project type.

• Adds the veterans' home to the list of entities exempted from mandatory use of the information technology department's electronic mail, file and print server administration, database administration, storage, application server, and hosting services.

• Maintains information technology department authority to advise and oversee cybersecurity strategy for all executive branch agencies, higher education institutions, counties, cities, school districts, and other political subdivisions.

• Authorizes the department to enter memoranda of understanding and mutual aid agreements with other state, local, tribal, or territorial governments for cybersecurity consultation, incident prevention, and response efforts.
