Amends definitions in North Dakota racing law to add "account deposit wagering" as a form of gambling where bettors fund an account before placing bets, and clarifies that "racing" means racing conducted in accordance with the chapter rather than limiting it to certificate system or simulcast wagering.

Modifies simulcast wagering section to allow qualified organizations to apply for conducting simulcast pari-mutuel and account deposit wagering, with account deposit wagers made only through licensed simulcast service providers approved by the attorney general.

Changes bet payoff formulas for simulcast and account deposit wagering by increasing the racing promotion fund payment from one-sixteenth to one-eighth of one percent for both win/place/show and combination pools.

Updates fiscal year caps for simulcast and account deposit wagering payments by changing references from 2013-2014 to 2023-2024, maintaining the four to five hundred thousand dollar caps for those fiscal years.

Increases the commission's allowable operating expense allocation from racing promotion fund from twenty-five thousand dollars or twenty-five percent per year (whichever is greater) to thirty-five percent per year (whichever is greater).
