Creates a new felony statute (Section 12.1-17-04.1) defining domestic terrorism as activity within North Dakota conducted in cooperation with a federally designated terrorist organization that violates criminal law and involves violent acts or threats intended to harm people while intimidating or influencing state policy, or involves weapons of mass destruction.

Defines "material support or resources" as currency, financial services, lodging, training, false documentation, weapons, explosives, personnel, transportation, and other physical assets, excluding medical or religious material.

Establishes class C felony penalties for assembling with others to train in techniques for causing property damage or bodily injury with intent to commit domestic terrorism.

Establishes class C felony penalties for committing, conspiring to commit, or providing material support to domestic terrorism, or concealing the nature or source of such support with knowledge it will be used in domestic terrorism.

Declares the act an emergency measure.
