Amends North Dakota Century Code section 39-04-10.16 to add volunteer search and rescue personnel (including water and dive rescue personnel) to the special license plate program for volunteer emergency responders and firefighters.

Requires volunteer search and rescue personnel to be active members in good standing with a rescue organization for over two years and receive less than $10,000 annual compensation to qualify.

Issues red personalized plates at no initial or annual cost to qualified volunteers, with the first three digits representing the last three digits of the volunteer's department or organization zip code.

Special plates serve as entrance passes to all North Dakota state parks and can only be displayed on vehicles with registered gross weight not exceeding 20,000 pounds.

Requires registrants to return plates upon eligibility termination; failure to return allows the director to revoke plates and issue standard plates for a fee of not more than five dollars.
