Creates a new section in North Dakota Century Code Chapter 15.1-27 requiring school districts to report annually on school safety and security spending.

Defines "school safety and security measures" to include security planning, technology purchases (metal detectors, surveillance equipment, alarms, electronic locks), staff training, identification systems with background checks, emergency preparedness exercises, law enforcement partnerships, and building modifications or barriers to prevent unauthorized access.

Requires each school district to submit an annual report to the superintendent of public instruction before December 1st detailing categories and amounts spent on school safety and security measures during the previous school year.

Directs the superintendent of public instruction to compile and submit school district reports to the state legislative management.

Passed the House 75-16 and Senate 41-5 during the 2023 regular session.
