Maintains that blood or other body fluids for DNA testing may only be obtained by physicians, registered nurses, licensed practical nurses, phlebotomists, medical technologists, or other laboratory-approved qualified personnel in a medically approved manner.

Allows personnel from agencies outside the state to collect and submit DNA samples with laboratory approval.

Provides civil and criminal liability immunity to individuals authorized to draw or obtain DNA samples, provided the samples are collected according to laboratory-approved sampling techniques.

Replaces references to "state toxicologist" with "director of the state crime laboratory or the director's designee" in provisions governing law enforcement verification of blood sample collection methods.
