• Allows individuals to carry loaded firearms in vehicles if they possess a valid driver's license or nondriver identification card from North Dakota or their state/territory of residence, removing the previous thirty-day possession requirement.

• Permits individuals without a concealed weapons license to carry concealed handguns and rifles/shotguns (outside hunting/trapping) if they possess a valid driver's license or nondriver identification card, without requiring a license.

• Establishes two concealed carry license classes: Class 1 (age 21+, more reciprocal rights with other states, requires safety training and shooting proficiency) and Class 2 (age 18+, fewer reciprocal rights, requires open book test only).

• Requires individuals carrying concealed firearms under the driver's license exemption to inform law enforcement during traffic stops and provide identification upon request; violation is a $20 noncriminal offense.

• Repeals the contingent expiration date for 2021 concealed weapon provisions, making the expanded carry rights permanent.
