Defines "virtual area career and technology center" as a career and technical education program using online or interactive television as the primary delivery method, approved by the department and serving three or more school districts.

Allows center board members to include school board member designees if a district has more than one center board member, rather than requiring all members to be school board members.

Permits center boards with 20 or more members to create a representative board with equitable district representation, subject to state board approval and requiring a majority of members to be school board members.

Requires virtual area career and technology center boards to meet at least quarterly instead of the monthly requirement for regular center boards.

Maintains existing compensation structure where center board members receive the same compensation and expenses as school board members, paid from center funds.
