Amends section 15.1-27-03.1 of the North Dakota Century Code to revise how weighted average daily membership is calculated for school funding purposes.

Changes the special education services weighting factor from 0.082 to 0.125 effective after June 30, 2021, increasing funding support for districts providing special education services.

Modifies enrollment growth adjustments (factor n) from a flat 0.50 to 0.60 with annual increases of 0.10 up to 1.00 maximum effective after June 30, 2021.

Adds new provision (factor o) for districts paid on prior year September tenth enrollment, allowing adjustments of 0.50 with annual increases of 0.10 up to 1.00 based on variance between September tenth enrollment and average daily membership.

Maintains existing weighting factors for extended educational programs (1.00), summer programs (0.60), English language learners (0.40-0.07), alternative education (0.15-0.25), and low-income students (0.025).
