Requires all tobacco product sales to consumers in North Dakota to be conducted through face-to-face over-the-counter retail transactions only.

Expands the definition of "tobacco product" to include electronic smoking devices and nicotine liquid containers, clarifying regulatory scope.

Repeals chapter 51-32 of the North Dakota Century Code, which previously governed remote sales of tobacco products.

Maintains existing penalties for tobacco law violations, including class A misdemeanor charges and confiscation of tobacco products and cigarette-making machines.
