Governing bodies of cities, counties, school districts, and park districts must adopt preliminary budgets by July 10 of each year and publish notice in the official newspaper at least once weekly for two consecutive weeks, with final publication by July 30.

Preliminary budgets are subject to referral if a petition signed by at least 10 percent of the total vote cast for governor (or 10 percent of electors voting in the most recent school district election) is presented to the governing body.

Preliminary budgets must include the percentage and dollar amount of increase or decrease compared to the previous year's budget and an estimate of property tax impact for an average property owner.

If voters disapprove a preliminary budget in a referral election, the governing body cannot adopt a final budget or levy exceeding the prior year's amount, plus an adjustment for new taxable property.

If voters do not disapprove the preliminary budget, the final budget adopted cannot exceed the preliminary budget amount.

Effective for taxable years beginning after December 31, 2023.
