Prohibits North Dakota from adopting investment policies that require or induce persons to boycott Israel, defined as refusals to deal or terminating business with Israeli entities or those in Israeli-controlled territories.

Requires state entities entering contracts with discrimination prohibitions to include provisions prohibiting parties from boycotting Israel for the contract duration, with exceptions available if the office of management and budget or purchasing agency determines a waiver is in the state's best interest.

Excludes contracts valued under $100,000 or with companies having fewer than 10 full-time employees from the boycott prohibition requirements.

Allows company statements indicating participation in Israel boycotts to serve as evidence of boycott activity, but excludes expressive activity alone or governmental actions from being considered evidence.
