HB 1372 Summary

• Creates new sections 43-51-12.1 and 43-51-12.2 to establish licensure pathways for foreign practitioners who are state residents in occupational and professional licensing.

• Allows boards to adopt rules granting case-by-case exceptions for foreign practitioners who demonstrate at least two years of experience in the past four years and pose no substantial risk of harm to the public.

• Permits boards to issue provisional licenses or temporary permits (not to exceed two years) while applicants work toward meeting full licensure requirements, with automatic issuance if board does not respond within 30 days of completed application.

• Applies licensure provisions to teachers and modifies sections 15.1-13-17, 15.1-13-17.1, and 15.1-18-12 regarding military members, military spouses, and foreign practitioners who are state residents.

• Requires all occupational and professional boards to review their licensure laws and rules for consistency with the new sections and submit reports to legislative management by August 1, 2024.
