Creates a new "party hunting" provision allowing groups of up to 10 people to collectively take deer equal to the total number of valid deer licenses held by party members.

Requires each party member to hold a valid combination hunting license to participate in party hunting.

Amends section 20.1-03-31 to allow using another person's license under party hunting provisions, creating an exception to the general prohibition on using someone else's hunting license.

Amends section 20.1-05-03 to allow party hunting as an exception to the one-animal bag limit per individual with a big game hunting license.
