Amends section 37-15-02 of the North Dakota Century Code regarding eligibility for the veterans' home to provide basic and long-term care.

Expands eligibility to include service members of the United States armed forces, national guard, or reserve who were discharged or released under other than dishonorable conditions and are or may become permanently disabled while in line of duty.

Requires service members to be enrolled in veterans' affairs health care before admission to the veterans' home.

Maintains eligibility for spouses and surviving spouses of veterans and qualifying service members if they meet admission requirements under section 37-15-10.

Passed the House 90-3 (1 absent) and the Senate 45-0 (2 absent).
