Creates a suicide fatality review commission appointed by the Department of Health and Human Services commissioner to review suicide deaths in North Dakota and identify risk factors, protective factors, systems, and services involved in each case.

Commission membership includes representatives from mental health, coroners, public health, forensic pathology, emergency medical services, crisis lines, schools, veterans organizations, suicide prevention organizations, faith communities, law enforcement, and tribal nations.

Commission may access patient records, autopsy records, police records, school records, and protective services records with written request from the presiding officer; must meet at least twice per year with all meetings closed to the public and all records confidential except annual reports.

Requires commission to provide annual reports by January 31st each year to the Department of Health and Human Services with findings and recommendations, without disclosing personally identifiable information, to be posted on the department's website.

Appropriates $15,000 from the general fund to the Department of Health and Human Services for the biennium July 1, 2023 through June 30, 2025 to fund commission activities.
