Amends section 61-16.1-04 of the North Dakota Century Code regarding water resource board meeting minutes and records.

Requires water resource boards to provide unofficial meeting minutes to the official county newspaper for publication or, if applicable, post them to the water resource board's website or official county website within ten days.

Mandates that books and records be kept at the district's principal office or other regularly maintained offices designated by the board, with consideration for convenience of the district, customers, and residents.

Requires books and records to remain open to public inspection during reasonable business hours.
