Creates a highway logo sign program allowing the North Dakota Department of Transportation to erect and maintain signs on state highway rights-of-way displaying information about gas, food, camping, and lodging services.

Department may operate the program directly or contract with qualified businesses to erect and maintain signs through public negotiation or competitive bidding.

Department must adopt rules conforming to federal standards under 23 U.S.C. 131(f),(q) and the Manual of Uniform Traffic-Control Devices, including specifications for sign standards, qualifying distance to services, sign placement, and logo spacing.

All program costs must be paid through agreements negotiated between the department and advertisers, or between contracted businesses and advertisers, unless the department-business contract provides otherwise.

Requires any contracted business to obtain liability insurance in an amount determined by the department, jointly covering the state and business against all liability claims for damages resulting from the business's operations.
