Establishes a $5,000 annual education training account for each member of the North Dakota legislative assembly for eligible education and training expenses.

Eligible expenses include daily compensation, online training classes, registration, lodging, travel, and meal-related expenses associated with national conferences and training located in the United States or territories.

Legislative council administers the accounts according to policies established by legislative management, which must include required reports and guidelines but cannot restrict individual legislator choices for education or training type.

Appropriates $289,322 from the general fund to the legislative council for establishing and funding legislator education training accounts for the biennium July 1, 2023, through June 30, 2025.

Appropriates $372,240 from the general fund to increase the legislator technology stipend from $90 to $200 per month for technology, phone, and office expenses for the same biennium period.
