Creates North Dakota Century Code section 26.1-36-12.7 to establish freedom of choice requirements for health care services under health benefit plans.

Prohibits health insurers, including Medicaid, that are part of integrated delivery networks from excluding state-licensed health care providers from their provider panels if the provider is located within the plan's geographic coverage area and meets participation qualifications.

Defines "health care provider" to include individuals licensed under 24 North Dakota Century Code chapters covering physicians, nurses, dentists, mental health professionals, chiropractors, and other licensed health professionals.

Applies to all health benefit plans offered or sold on or after December 31, 2024.
