Increases governor-appointed voting members of the brain injury advisory council from at least five to at least eight, and increases the maximum from nine to thirteen members.

Increases required brain injury survivor representatives from at least one to at least two and family member representatives from at least one to at least two among governor appointments.

Adds multiple new non-voting department representatives including positions for behavioral health, Medicaid, and adult and aging population (previously only injury prevention and emergency medical services were specified).

Expands governor authority to appoint non-voting members representing stroke health and brain injury advocacy organizations.

Maintains requirement that a majority of total voting members be brain injury survivors and family members of survivors, voting member term limits of two consecutive four-year terms, and quarterly council meetings.
