Requires political committees and candidates without candidate committees to register nongovernment issued email addresses with the secretary of state, in addition to existing name and contact information requirements.

Mandates that candidates' nominating petitions and certificates of endorsement include nongovernment issued email addresses and telephone numbers for the candidate.

Modifies the certificate of endorsement form to require the endorsee's nongovernment issued electronic mail address be included in the document.

Requires that nominating petitions circulated for state, district, county, or other political subdivision offices include the candidate's nongovernment issued email address and telephone number, made available to each signer at time of signing.

Applies to candidates for U.S. senator, U.S. representative, state offices, state legislators, and judges of supreme and district courts.
