Removes the county superintendent of schools from the county board of appraisers, which now consists only of the chairman of the board of county commissioners and the county auditor.

Adds a requirement for county committee secretaries to attend annual training provided by the superintendent of public instruction and the North Dakota association of counties.

Modifies land appraisal procedures to require the county auditor and chairman of the board of county commissioners to conduct appraisals (removes the county superintendent of schools from this duty).

Maintains the minimum state school land appraisal value at ten dollars per acre and preserves the county director of tax equalization's role as an assistant in making appraisals.
