Changes special event permit limit from "forty days" to "forty events" per calendar year for microbrew licensees, domestic distilleries, and brewer taproom licensees.

Removes requirement that microbrew licensees' special events be hosted by nonprofit organizations unaffiliated with the licensee, allowing events at tax commissioner-approved locations.

Removes the "majority of North Dakota farm products" requirement for domestic distillery licenses, allowing distilleries to use any products to manufacture spirits.

Clarifies that domestic distilleries may hold special event permits for off-premises events subject to local ordinance, allowing free samples and sales by the glass or in closed containers.

Allows brewer taproom licensees to participate in special events at designated trade shows, conventions, festivals, fundraisers, and similar tax commissioner-approved events.
