Amends North Dakota Century Code section 14-09-09.7 to clarify that employee benefits excluded from gross income calculations must be both liquidable and not result in income tax penalties upon liquidation.

Adds new provision allowing rebuttal of child support presumption based on proportionate net income when the obligee's net income is at least three times higher than the obligor's net income.

Requires child support guidelines to exclude atypical overtime wages and nonrecurring bonuses over which the obligor lacks significant influence or control.

Maintains requirement that the Department of Health and Human Services conduct rulemaking proceedings on child support guidelines at least once every four years, with a drafting advisory committee including two legislative assembly members.

Allows guidelines to include separate child support amounts for health insurance coverage, public health coverage reimbursement under chapter 50-29, and other medical support.
