Amends North Dakota Century Code section 44-04-21 to require all nonprocedural votes at public meetings be recorded as roll call votes with individual member votes made public.

Procedural votes must be recorded as roll call votes only upon request of any governing body member.

Minutes of all open meetings must include: names of attending members, meeting date and time, topics discussed, description of motions and whether seconded, results of all votes, and individual member votes on recorded roll calls.

Minutes disclosure cannot be conditioned on approval by the governing body.

Exempts nonprocedural votes on amendments by legislative committees or the legislative assembly during legislative sessions from these requirements unless otherwise required by legislative rule.
