Increases the North Dakota State Board of Architecture and Landscape Architecture from three to five members, with terms staggered so no more than one expires on March fourteenth of each odd-numbered year.

Changes board composition to three architects, one landscape architect, and one public member (previously all three were architects).

Requires the public member to be a state resident for at least five years, not licensed under the chapter, not a spouse of a licensed professional, and not employed by an architecture or landscape architecture firm.

Allows architects and landscape architects to qualify through either a professional degree from an accredited school plus required practical experience, or substantially equivalent education and experience as established by the board.

Permits initial appointments of new board members to be for terms shorter than six years to facilitate staggering of terms.
